Error 500 after Installing a WordPress Plugin

I was having trouble with a plugin (actually, more than one plugin) as I was setting up this site. I'd install a plugin and then when I clicked on any of the admin page links, I'd get a nasty "Internal Error 500."

Well, it turns out there is this file on the root called ".htaccess" What the hell is that?
